From now on, people will be limited to ONE legendary jutsu for their entire character. These jutsu will be known as X-rank and will only be available to people of A rank and higher ( WIth certain exceptions)

Such includes, at the time.
Flying Thunder God
Owning a Bijuu ( Will cover legend slot)
The full mastery of eight gates
Sage Mode
Lightning Release Armor
Edo Tensai
Eternal Mangekyo Sharingan
Earth Grudge Fear
Petrification Jutsu
Kirin
Oral Rebirth Jutsu
Extremely High Chakra Researves
Strength higher then Tsunade's.
Speed higher then The Yellow Flash
Any form of ressurection
As well as any jutsu deemed to be of Legendary level will cover a slot.
